Abstract

The article deals with the problems associated with the independent development of higher education institutions of professional competence in the direction of training 38.03.04 «State and municipal management» in the absence of professional standards for civil servants. For the solution of this problem it is offered to use the qualification requirements established by methodical materials of Ministry of labor of Russia.
