Abstract

In a situation of serious economic instability and political upheaval, the shortage of vital resources, the upmost issues are the problems of ensuring human security. This article reveals the concept of security as a basic life-supporting human need, in particular, it adresses the current issues of the role of public authorities in ensuring this vital value.
