- Higher education is the most important factor in the country's economic development, meeting its needs for professionals trained in universities who are capable of implementing the strategy of technological leadership and making the national economy effective and competitive in the context of political and economic sanctions against Russia. Much attention is paid today by higher education authorities to organizing educational work in universities and involving students in various «activities», which is often done in universities even by removing students from classes. However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.

- The article defines the role of entrepreneurship in the socio-economic life of the country, examines the main problems of the development of Russian small and medium-sized enterprises, and suggests ways to develop them under the conditions of economic sanctions of Western states and macroeconomic instability of the national economy. It is concluded that in order to increase the share of small and medium-sized enterprises in Russia's GDP, it is necessary to involve them in all spheres of activity and strengthen their qualitative component. And in order to increase the effectiveness of measures taken by the state in relation to SMEs, it is necessary to improve the legislative framework and review ongoing national projects taking into account changing conditions.

- The current socio-economic situation in the international space poses many challenges and threats to the Russian Federation that need timely and adequate responses. The rehabilitation by a number of unfriendly states of the post-industrial development model forces them to look for (and find) new ways and algorithms of development, reorienting the logistics directions of foreign economic activity from the West to the East Asian vectors of development. In connection with such a restructuring of the foreign economic model of integration relations management, there are many new tools, models and algorithms of activity that have not yet been taken into account in the scientific domestic and foreign literature and therefore require special attention and study in terms of increment of scientific knowledge, which redefines the relevance of this chapter. The Federal Customs Service (FCS), within the framework of the ongoing processes, is a kind of “filter” or “barrier” to unfair competition and illegal economic actions in relation to the Russian Federation. Therefore, it is from the positions and possibilities of its development prospects that the possible positive dynamics of the process of further foreign economic activity is considered. The study was conducted from the stand-point of systemic, complex, situational and process approaches. The materials of monographic studies, statistical reporting data and documents of software and target support served as an information layer. As practical recommendations, reference points for the growth of the effectiveness of the system of foreign economic activity are outlined.

- Tax revenues to the budget are a significant part of the income of any state. A decrease in tax revenues can lead to a budget deficit and to a decrease in funding for various government activities and programs. The special military operation was not initially designed for a long time, and therefore its financing and execution resources were limited. In the process of its implementation, it turned out, as expected, Western countries perceived it sharply negatively and began to impose sanctions against Russia, which limited budget revenues, as well as the possibility of financing this operation. Therefore, there is such a problem: on the one hand, to continue the operation, funds are needed that can be received by tax revenues, and on the other hand, the very conduct of such an operation significantly reduces the possibility of tax revenues due to sanctions of Western countries.
