    Abstract:
    Increasing the human potential of teaching staff takes one of their leading places in identifying urgent tasks to improve the quality of general education as the main vector of development of state educational policy. The interrelation and interdependence of the processes of increasing the human potential of teachers and the quality of educational results of students are beyond doubt determines the relevance of the presented research. The purpose of this article is to identify the main directions of state policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation. The main materials for the study were federal and regional regulatory documents reflecting the main directions of state policy in the field of teacher education and the development of the human resources of teaching staff in the Russian Federation, and the main research method in the presented work was the analysis of these documents. In addition, the study was also based on an analysis of the regional practice of implementing the main directions of state policy in the field of education on the example of the Kabardino-Balkarian Republic. As a result of the study, the main vectors of the state educational policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation were identified.

В работе описаны основные методы закаливания (водные, воздушные, солнечные процедуры), их влияние на иммунную систему и адаптивные способности человека. Особое внимание уделено научным аспектам применения закаливающих процедур в комплексной программе физического воспитания и профилактики заболеваний. Закаливание представляется как действенный инструмент повышения выносливости, улучшения терморегуляции и общего физического состояния, способствующий гармоничному развитию организма и его адаптации к физическим нагрузкам.

    Abstract:
    Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

    The results of the application of ecosystem connectivity in research on the management of infrastructure projects in the transport sector are presented based on management theories and energy management theories. The purpose of the study is to determine the list of economic subjects of the project (stakeholders) and factors influencing the economic efficiency of infrastructure projects in the transport industry.     The chapter examines the issues of supply-side economics development based on an ecosystem approach and in the context of sectoral development. The reasons for the initiation of the national supply economy model as the best model of economic development in the new economic reality are revealed. The issues of supply theory are touched upon, the essence and experience of applying the supply-side economics model are considered. The differences between the classical model of the supply economy and the emerging model of the national supply economy are determined. The conditions of the contour of the new supply-side economy model corresponding to technological and economic transformations in the country are systematized.
