Отсутствие формально закрепленного в законе понятия «начало досудебного производства» порождает острые научные дискуссии о его правовой природе и сопоставлении с традиционным понятием «возбуждение уголовного дела».

    Abstract:
    The relevance of the study is due to the total trend towards digitalization in the Russian Federation, which covers a wide range of sectors of the national economy. The purpose of the study is to identify trends in the development of industrial ecosystems in the context of the total implementation of digital technologies and the need to ensure technological sovereignty. The theoretical and methodological basis of the study is empirical (expert assessments, study of production experience) and theoretical (system analysis, categorical analysis, comparison, generalization, decision-making) methods. The chapter discusses the main reasons for the transition to a new stage in the development of industry and the economy of the Russian Federation. The main advantages of digital industrial ecosystems are formulated. The tools that ensure the functioning of digital industrial ecosystems are described and examples of their successful implementation are given. Based on the analysis of publications of domestic scientists, strategies for the further development of digital industrial ecosystems are proposed.

    The study focuses on the impact of digital technologies on the transformation of business processes. The authors distinguish between the key concepts of «digitalization» and «digital transformation», analyzing their evolution and specific features. The chapter examines the key technologies of digital transformation in tourism, their impact on operational efficiency, customer experience, and business models. Special attention is given to the challenges and barriers of the transformation process, and possible ways to overcome them are proposed. The results of the study demonstrate that digital transformation in tourism is a strategic imperative for maintaining competitiveness in today's economic environment.

  • Spiritual Culture of the Oirats in the Yuan and Early Ming Dynasties

    Abstract:
    This article explores the spiritual culture of the Oirats against the backdrop of major historical transformations during the Yuan and early Ming dynasties. The authors briefly examine the shift in the Oirats religious beliefs from the shamanism that prevailed in the pre-Mongol period to the gradual adoption of Buddhism through migration and contact with other cultures. Our research reveals that the Oirats developed a rich culture encompassing an epic heritage and a body of mythological and religious concepts. The article traces the role of political and cultural factors, including the participation of the Oirats in the conquest policy of Genghis Khan, their integration into the cultural system of the Mongol Empire, as well as the further rise of Oirat rulers in the Ming era. Attention is also given to the consolidation of Buddhism, which began to take hold under Toghon and became the state religion under Esen. Moreover, Esen employed high-ranking Buddhist monks in the capacity of state preceptors, underscoring the alignment of the nations ideological framework with the strengthening of relations with the Ming dynasty. Historical sources confirm active diplomatic exchanges between the Oirats and Ming China. It is concluded that the Oirats’adoption of Buddhism played a decisive role in preserving their ethno-cultural integrity and fostering unity amidst interethnic interactions.

Работа основана на анализе отечественной практики цифровизации авиастроительных компаний и выявлении особенностей риска технологических изменений в авиастроительной отрасли. Предложены рекомендации по повышению устойчивости организаций к цифровым изменениям и оптимизации управленческих процессов на предприятиях данной сферы деятельности.

    In today's digitalized world, staffing is becoming the fundamental basis for effective transformation. Global digital transformation processes permeate all aspects of socio-economic development. A new type of specialist in demand in the labor market must meet the criteria that are formed in the context of national projects being implemented in the country – he is a creative professional who makes responsible decisions and creates a positive image not only of his profession, but also of the organization and the state as a whole. In the context of the transformation of the modern labor market, digital technologies are becoming the most important tool for training competitive university graduates. The chapter is devoted to the interpretation of the concept of «digital technologies in education», the disclosure of their essence and structural components. Digital technologies have advantages over traditional educational technologies: access to a variety of resources and tools, adaptability and personalized learning, as well as the development of digital skills needed in today's labor market. However, the introduction of digital technologies into the educational process is associated with a number of challenges, such as the need to ensure digital literacy among teachers and students, infrastructure development, and data protection. The influence of digital technologies on the formation of graduates' competitive abilities is manifested in their ability to effectively adapt to changing labor market conditions, meet employers' requirements and develop personal qualities, including critical thinking, creativity and readiness for continuous learning. The integration of digital technologies into the educational environment of a university requires a strategic approach focused on the development of a specialist's personality, the needs of the modern labor market and the requirements of potential employers.

    The chapter considers the competence-based approach in the system of higher pedagogical education as an important factor in the formation of pedagogical tolerance in students. The structure of pedagogical tolerance as a component of professional competence of a future teacher is analyzed, the importance of interpersonal and value attitudes in the educational process is emphasized. Particular attention is paid to the integration of tolerance attitudes into academic disciplines, pedagogical practice and interaction in the educational environment. Substantiates the need for systematic work on the development of tolerance through competence-oriented teaching technologies. The directions of the university's work on the formation of students' ability for constructive dialogue and respectful interaction in pedagogical activity are presented.

    This chapter is devoted to interactive methods of teaching a foreign language using the Miro online platform. Combining traditional methodological approaches with the capabilities of modern online platforms such as Miro opens up promising areas in teaching foreign languages. The authors consider how this online platform can be effectively used to organize students' group work, increase their motivation and, as a result, improve the quality of learning. The potential of the platform is being explored, combining the theoretical foundations of interactive learning with practical experience using the platform. Special attention is paid to the role of active involvement of students in the educational process, the development of communication skills and the formation of intercultural competence. The authors substantiate the effectiveness of interactive methods for creating a favorable educational environment that stimulates creative activity and independence of students.

    The chapter presents a detailed analysis of the methodological crisis of modern psychology, characterized by «horizontal fragmentation» and the loss of the integral subject of research. As a way out of the crisis, a paradigmatic shift is proposed: the transition from the study of individual mental functions to the study of consciousness as a multi-level phenomenon. superior to the conventional categories of «norm» and «pathology». Psyche is defined as a holographic system that includes biophysical, phenomenological and transpersonal levels. To provide methodological support for the new paradigm, a synthesis of Husserl's phenomenology, quantum theories of consciousness, and contemporary practices is proposed. The chapter is aimed at forming a comprehensive, scientifically and philosophically grounded view of the future of psychology as a science

  • Mental activity and emotional intelligence in adolescents with mental retardation

    Abstract:
    In modern conditions, there is an increasing number of children with functional and organic disorders of the central nervous system (CNS), caused by a combination of biosocial factors. The main at-risk group consists of children with various forms of intellectual development disorders (IDD), who face significant difficulties in mastering standard educational programs and in interpersonal interactions. Intellectual development disorder (IDD) is a serious condition affecting multiple aspects of a child's life, including cognitive functions, emotional-volitional regulation, and mental activity. This study presents findings on the specifics of cognitive processes and emotional intelligence in adolescents with IDD. Key results reveal: unstable and weak logical reasoning, impaired memory retention, low emotional intelligence levels in most participants. Factor analysis identified a four-component structure, confirming the relative independence of: cognitive functions, regulatory processes, social skills, verbal-reflective abilities. Notably, significant deficits were observed in logical thinking and memory, while emotional development remained at an average level. These findings highlight the urgent need for innovative psychoeducational support strategies tailored to this adolescent population.

    В статье рассматривается роль цифровых технологий в развитии системы непрерывного образования в Российской Федерации. Актуальность темы обусловлена необходимостью адаптации граждан к условиям цифровой экономики и ускоренного обновления профессиональных компетенций. На основе теоретического анализа и эмпирических данных, полученных в ходе анкетирования и интервью экспертов в исследуемой области, выявлены преимущества и барьеры внедрения цифровых инструментов в образовательную практику. Особое внимание уделяется анализу цифровой зрелости образовательных организаций, готовности педагогов и обучающихся к использованию цифровых решений, а также перспективам интеграции формального и неформального образования. Сформулированы практические рекомендации по повышению эффективности цифровых стратегий в системе непрерывного образования.

Результаты диагностики показали эффективность обучающей программы и возможность применения подобранного психодиагностического инструментария для отслеживания динамики духовно-нравственного развития личности обучающихся.
