    В статье рассмотрен вопрос о проведении Совещания представителей военно-промышленных комитетов в Москве в октябре 1917 года, в ходе продолжавшейся Первой мировой войны, в напряженный период после Февральской революции 1917 года в России. В сложных обстоятельствах военного времени, крупных политических и социальных противоречий, имея перед собой уже пережитый однажды тяжелый опыт мобилизации, московский военно-промышленный комитет, объединявший мобилизованную промышленность огромного торгово-промышленного района, решил своевременно приступить к выработке плана безболезненного перехода промышленности к работе на мирный рынок. 6 октября 1917 г. в Москве открылось совещание представителей военно-промышленных комитетов по вопросу о демобилизации, или, вернее, ремобилизации принадлежащих комитетам предприятий. В исследовании использованы методы научного поиска: конкретно-исторический, проблемно-хронологический, систематизации и сравнительного анализа материала. Проанализированы основные предложения участников Совещания и принятой резолюции. Показано, что военно-промышленные комитеты стремились внести свой вклад в выработку плана безболезненного перехода промышленности России к работе на мирный рынок.

    В статье рассмотрен вопрос об усилиях, предпринятых Главным Экономическим комитетом в сентябре 1917 г. для восстановления нормального хода работ в южном горнопромышленном районе, учитывая исключительную роль Донецкого бассейна для нужд обороны и всей русской промышленности. В условиях продолжавшейся Первой мировой войны, в сложный период после Февральской революции 1917 года, в России результатом резкого обострения интересов труда и капитала стало угрожающее положение российской промышленности. В исследовании использованы методы научного поиска: конкретно-исторический, проблемно-хронологический, систематизации и сравнительного анализа материала. Проанализированы предложения Главного Экономического комитета в сентябре 1917 года для нормализации сложившейся ситуации. Показано, что имущественные, классовые противоречия революционного периода чрезвычайно усложняли решение обострившихся проблем.

    The article reveals the material about the activity of Marshal of the Soviet Union, General Secretary of the CPSU Central Committee Leonid Brezhnev during the Great Patriotic War. Analysing the front path of the Soviet statesman and assessing his contribution to the great victory, we consider him through the prism of military awards received in the period 1941–1945. At the same time, without considering the orders and medals of the post-war time, we consider it necessary to analyse the historical aspect related to the awarding of Marshal Leonid Brezhnev with the Order «Victory».

    Abstract:
    Процесс исследования «белых пятен» истории и отдельных личностей – явление закономерное. Целью исследования является восстановление отдельных этапов просветительской деятельности уроженца Семиречья, выпускника школы Мамания, педагога, публициста, заведующего отделом соцпрофобра наркомата просвещения Казахской республики в середине 1920 годов. Материалами для написания статьи были взяты архивные документы, мемуарная литература и фото источники. Методология исследования опирается на законы диалектической логики (анализа-синтеза, дедукции-индукции и др.), принцип историзма и междисциплинарный подход. Историография темы на данный момент ограничивалась публикациями в СМИ, которые не могли дать исчерпывающих ответов по детализации мест работы, местопребывании и, наконец, об авторстве Билала Сулеева. Автором статьи обнаружены редкие архивные источники, на основании которых стало возможным реконструировать этапы педагогической карьеры и плодотворной работы по открытию учебных заведений профессионального (техникумы) и высшего образования, проведен сравнительный анализ.

    Abstract:
    The chapter is devoted to determining the prevalence of iron deficiency anemia (IDA) in students with the consequences of early organic damage to the central nervous system. The increased interest in this disease is due to a number of circumstances. Firstly, hypoxia of the brain in IDA affects the cognitive abilities of minors. Secondly, this disease in children with intellectual disabilities provokes diseases of the cardiovascular system in 62.5%, visual impairment in 31.2%, and pathology of the urinary system in 38.7%. Research methods. For the presence or absence of iron deficiency anemia, in the period from 2015 to 2023, medical documents of 653 students from different nosological groups associated with cognitive impairment were examined. The study made it possible to draw the following conclusions: the prevalence of IDA in children with F80 (expressive speech disorder) is 20%, with F83 (mixed specific disorders of psychological development) – 31%, with F70 (mild mental retardation) – 52%, with F71 (moderate mental retardation) – 33%. The total number of minors with a history of iron deficiency anemia is high. More than 40% of all students and pupils with disabilities (HIA) who study according to adapted programs due to intellectual and speech disorders may need social dispatching assistance from specialists of PMPC and school councils. The results of the study may be of interest to a wide range of medical and pedagogical specialists. Doctors are asked a problematic question about why, with moderate mental retardation and more pronounced (significant) cognitive impairments, the prevalence of IDA is significantly lower compared to mild mental retardation. Using specific clinical examples, teachers are described various algorithms of social dispatching assistance to families to prevent possible secondary violations in minors.

    Abstract:
    The chapter examines the history of the Third All-Russian Congress of Military-Industrial Committees in May 1917, in the conditions of the ongoing World War I, in a difficult period after the February Revolution of 1917 in Russia. It was in industry that, in the circumstances of wartime, all the organizing threads that ensured the integrity of the national organism and resistance to various destructive phenomena were concentrated. To maintain the normal course of production, assistance was required from all the organized forces of the country that were close to this case. First of all, this was to be expected from the military-industrial organization, which formed a coherent wide network of institutions – local and regional committees, headed by the central one. The research uses the methods of scientific search: concrete historical, problem-chronological, systematization and comparative analysis of the material. It is shown that the III All-Russian Congress of Representatives of the Military-Industrial committees, who for two years were at the head of the military industry, certainly could not pass by the disturbing issues of the moment that required immediate resolution.

    Abstract:
    The article is devoted to the study of the practice of preparing and conducting the First General Population Census in 1897 on the territory of the Bessarabian province. The research area was not chosen by chance and is connected with the events of today, namely the practice of determining the language of communication and functioning on the territory of the Republic of Moldova. The relevance of the study is beyond doubt, since, to study the composition of the population, the dynamics of the population and national composition, the social picture of the region, primary sources and their analysis by contemporaries of the First General Census of the Russian Empire are used, which allows answering some provocative questions of modern historians and politicians. The identification of the subjects, methods and stages of the census makes it possible to clarify the specifics of this approach in relation to the Russian Empire, since the methods and technologies for conducting population censuses borrowed in Europe required revision and adjustment, taking into account the realities of the Russian Empire. One cannot but agree that the results of the census have many shortcomings, in particular, in terms of the ethnic composition of the population, social groups and categories, the language of communication, the occupations of the inhabitants of the Bessarabian province, which is explained by the very organization of the census, the lack of qualified personnel, insufficient funding, etc. d. But, at the same time, it must be taken into account that for their time these were the necessary data and indicators that subsequently made it possible to determine the policy of the central government on the ground and in particular with regard to Bessarabia – the territory of which for many years was under the control of the Ottoman Empire and around which geopolitical disputes.
