    Abstract:
    The relevance of the research topic is related to the need to assess the results of the national project "Safe High-Quality Roads" implementation at the regional level, to identify unresolved problems of road development in the regions of the country. The objective of the work is to identify the problems of road development typical of the Samara region, to suggest possible ways to solve them. The study analyzed the state and dynamics of the Samara Region's highway network, road safety, and the practice of using PPP (public-private partnership) mechanisms to finance road construction, which uncovered problems such as the non-application of life-cycle contracts in road construction, a significant length of roads that do not comply with regulations, a funding gap for the highway complex, and low rates of digitalization in road construction, the absence of a long-term strategy for the development of Samara region highways based on a scenario approach. We developed recommendations that will help overcome these problems and simplify the achievement of strategic goals for the socio-economic development of the Samara region.

    The systemic world crisis testify to the complete invalidity of neoclassical economic theory and the neoliberal model of the national economy. The chapter highlights relevant issues of the development of world and domestic economic science, substantiates the importance of social sciences and humanitarian knowledge as the basis for the development of modern economics.     The chapter is devoted to the problem of assessing and increasing the region's attractiveness to ensure the country's development in modern conditions. The relevance of the topic is determined by the fact that, despite significant investment in many components of the socio-economic regional system, the level of population density in the territories of agricultural area of specialisation remains low. One of the reasons is the insufficient attractiveness of the region. The purpose of the study is to clarify the concept of " region's attractiveness", to identify and selectively assess the factors that determine it. The peculiarity of the methodology is the use of comparative analysis. Based on the materials of the Oryol Oblast, we have analysed the indicators of the main attractors in the block "attractiveness for the population". It was revealed that a relatively low level of population density is explained by low indicators of attractiveness. At the same time, the presence of favourable factors should be noted.

    Abstract:
    The historical and practical experience of choreography has a phasing and hierarchy of the levels of mental activity, which can be traced in the history of dance culture through plastic codes. The phenomenon of choreographic art in the classical ages lies in the fact that within the late XVI–XIX centuries in Europe (Italy, France, Denmark) complex cultural processes and intersections of a biosemiotic nature took place simultaneously: on the one hand, this is the formation of a ‘new’ human worldview, and on the other, the formation of a ‘new’ model of scientific and an artistic picture of the world. Where the boundaries of the art of dance (the emergence of new genres, language and style) and cultural and historical time in different countries do not always coincide. In all this, the dominant side should also exist: finding of means (a rule, a method, a norm) and forms (creative thought, will, creative impulses, creative spirit) in the transformation of the foundations of the world order.

    The article is devoted to the study of the issue of a prognostic approach in the process of improving the personal and professional level of teachers in view of the development of the regional educational system. One of the features of the socio-political development of the Russian education system today is the qualitative renewal of the federal structure of our state. Modernization and reform of the educational system in the constituent entities of the Russian Federation is justified by the increased responsibility of the regions for the quality of education and the need for integration into the educational space of the state.     Historical education in the system of higher educations is designed to solve not only teaching, but also upbringing tasks. Therefore, it is called upon to quickly and effectively overcome challenges which the historical education faces with the help of a specific political situation and social need. The modern situation is particularly acute in this regard. The concept of teaching Russian history to individuals of non-historical specialties and fields, which are implemented in higher education organisations, adopted in 2023, also testifies to this. The renewal of the content of historical education in the country requires the introduction of innovations in the field of the methodology of teaching. The methodological basis of history teaching in Russia has a long tradition, formed within the framework of several directions. Modern researchers of the problem note the special importance of the technological approach, which has become widespread in educational institutions of the country. However, it is not enough for today. The methodology of teaching history should precisely reflect the changes in the content of the discipline. At the same time, the range of methodological techniques in the teacher's arsenal may not change significantly. It is even possible to appeal to the experience of pre-revolutionary and Soviet methodology. But the question of the content of the methodological base and its objective orientation is core.

    The sustainability of the agri-food system is key to long-term food security. The objective of this study is to identify factors that can hinder the achievement of sustainability of the agri-food system and to determine the most important prospects for its development. The research methodology is based on the use of general scientific and special methods, among which is the method of standardizing indicative indicators of food security, based on calculating the deviation of actual values from their threshold values. The object of study is the agri-food system of the Republic of Mordovia. The study identifies key limitations to the sustainability of the region’s agri-food system, including the unsatisfactory state of fixed assets, insufficient innovative activity of the republic’s agricultural producers, and the complicated situation with food waste processing. Measures to neutralize these threats have been proposed, primarily in the field of digitalization of the industry.

    Tourism is one of the most important sectors of the economy. The basis of the territorial planning structure of tourism is formed by the tourist and recreational support frame, which ensures the integrity of the tourist space. Its development is of great importance for the socio-economic sphere of the regions. The purpose of this study is to conduct a retrospective analysis of the stages of development of theoretical and methodological geographical research on the dynamics of territorial tourist and recreational systems (TRS) and their spatiotemporal development process. The concepts and essence of the evolution and dynamism of TRS, as a process of gradual irreversible changes affecting their sustainable functioning, providing the evolutionary prerequisites for the development of the system, were considered; it was determined that the basic concept for research is «recreational system». The theory of development of territorial recreational systems as a subject of scientific research of recreational geography and one of the main forms of organizing recreation and tourism is substantiated. The proposed scheme of the tourist and recreational framework of the region based on the economic and environmental frameworks allows us to form an understanding of the full functioning of the entire tourist and recreational sector for subsequent effective management in the face of modern challenges. Research methods. The methodological basis of the study was the works of both domestic and foreign scientists who formed a new scientific direction – recreational geography. The research was based on approaches and views about the key factors and processes influencing the formation and existence of two types (subject- and object-centered) models of recreational systems that are capable of preserving the integrity of the system and strengthening its structure. Results. The recreational-geographical periods of the evolutionary development of territorial-recreational systems in the development of recreational space are analyzed, the methodology and theory of geographical research are determined, and the dynamics of tourist-recreational systems in their spatio-temporal process of development are considered. A system of concepts of this scientific direction has been formed, based on the anthropocentric nature of recreation and tourism systems. A cluster approach has been developed as a promising way to create new tourist and recreational structures with innovative directions in designated ecological and economic zones of a tourist and recreational type. Conclusions. The recreational-geographical stage of the evolutionary development of the functional structure of the tourist-recreational system in the development of recreational space is associated with the emergence of recreational geography and the beginning of the formation of a new scientific direction that studies recreational resources, the structure and features of the functioning of territorial recreational systems (TRS), recreational territories and their properties. The use of breakthrough innovative technologies in the tourism and recreational sector, attracting investment and improving the tax system of organizations engaged in the innovative tourism sector, radically change the functional and territorial structure of tourism and recreational systems, increasing the efficiency of interaction between Russian and foreign tourism enterprises and educational cluster centers for the purpose of exchange modern technologies, training in the tourism industry.

    The chapter is devoted to some aspects of studying the construction of new ecosystems and, in particular, medical ecosystems. This topic is very relevant, in view of the fact that currently all over the world and in the Russian Federation there is a process of transition to a new model of the existence of individual systems and industries, which are beginning to include full-fledged ecosystems. Medicine was no exception. All over the world, including in our country, medical ecosystems are beginning to form, the goal of which should be to improve the quality of medical care provided, as well as improve the quality of medicine in general. The purpose of this scientific work was an attempt to analyze the awareness of medical students and doctors about medical ecosystems, as well as to identify the main problems, including those of an economic nature, that arise during the creation and construction of new medical ecosystems, according to the subjects of the study. The subjects of the study were 200 people: 100 6th year students of the Faculty of Medicine of Voronezh State Medical University. N.N. Burdenko; 100 people became representatives of practical healthcare – doctors of the Voronezh Regional Clinical Hospital No. 1. The study was based on a questionnaire developed by the authors, containing several blocks of questions relating to the gender and age of respondents, their awareness of existing ecosystems and medical ecosystems, in particular; about their attitude to the above systems and about the opportunity to become part of such a medical ecosystem. But, directly, the most important part of the presented research was the study of existing problems that arise, according to the respondents, during the formation and formation of various ecosystems, including medical ones. As well as a more detailed study of various economic problems and their ranking. The data obtained allow us to take a fresh look at the problems of building ecosystems, including medical ones, and are also of interest to representatives of many specialties and professions – for economists, for lawyers, for doctors, for higher education teachers involved, for example, in the process training medical students, etc.

  • On the process of standardization in an unwritten language (based on the example of the Shughnani language)

    The article analyses graphic and orthographic variability, as well as issues concerning the standardization process, in an unwritten Pamir language – Shughnani. The source data include a corpus of published and archival Shughnani texts of the 19th–21st centuries and their translation into Russian, as well as dictionaries, and field materials resulting from the author’s field research. We systematise linguistic data by applying an in-depth comparative method, in particular, comparative analysis of culturally marked units, as well as component analysis. There exist no state-institutional structures for regulating social speech activity, and thus no ability to solve theoretical and practical issues in terms of public policy through measures taken in the field of speech culture and language. This situation incentivizes the creation of a written tradition with a unified normative writing system, the compilation of Shughnani-Tajik-Russian, etc. dictionaries reflecting key national vocabulary, and the publication of normative grammars. It also encourages the creation of prose literature, and on this basis, the development of a literary standard. These measures serve to improve the sociolinguistic status of the language and ensure its preservation.

The study identified specific and measurable improvements after GIS integration, including a 25% increase in data accuracy, a 30% reduction in search time, and a 40% increase in collaboration capabilities. The results obtained allow us to consider GIS integration as a strategically sound and empirically proven activity that offers concrete solutions to ensure accuracy, efficiency and interaction in the compilation of cadastral maps
