    In the materials of the section of the monograph, the competitive and innovative concept of the enterprise is formed, according to which it is considered as an independent socio-economic competitive system, which includes four subsystems: creating the competitiveness of the enterprise; ensuring the competitiveness of goods; forming and rational use of competitive advantages, including territorial ones; ensuring high profitability of the enterprise. A system of incentives for the work of employees of the enterprise has been developed based on a competitive and innovative approach in the context of three directions: the formation of competitive advantages of the enterprise, increasing the competitiveness of products and enterprises, maximizing the profits of the enterprise. Competitive and innovation-oriented labor incentives solve simultaneously the task of activating innovation activity and increasing the demand for innovations and innovations.

Отмечается, что ведущим инструментом сравнительного анализа инновационной деятельности стран является уровень инновационного развития, основой которого служит рейтинг инновационных возможностей и результатов мировых экономик. Показана динамика позиций РФ в Глобальном инновационном рейтинге. Сделан вывод о том, что по сравнению с экономически развитыми странами в России не удалось накопить достаточного опыта успешной и эффективной инновационной деятельности в современных условиях.

    Проблема инновационного развития в отечественной экономике длительный период времени остается одной из наиболее актуальных, учитывая высокий социально-экономический эффект, который может быть получен от повсеместного внедрения инноваций, однако ожидаемые показатели на сегодняшний день не были достигнуты в связи с влиянием различных экономических, институциональных и прочих факторов, характерных для отечественной экономики. В текущих условиях новым вызовом для инновационной деятельности стал набирающий обороты экономический кризис, ожидаемые масштабы воздействия которого настолько велики, что не позволяют прогнозировать позитивную динамику инновационной активности российских предприятий на среднесрочную перспективу. В статье рассматриваются указанные тенденции, отражается отдельная статистика инновационной деятельности и ключевые факторы, оказывающие на нее влияние, отмечается возросшая актуальность цифрового сектора экономики и рассматривается возможность обращения к территориальным кластерам для поддержки инновационного предпринимательства в перспективе.

    Abstract:
    Consideration from critical positions of numerous researches and scientific and methodical works of scientists and experts in the field of innovative activity revealed the fact that among the least studied problems can be attributed to the effect of innovations and innovations. The purpose of this study is the theoretical justification and methodological solution of the complex issues of innovation effect. There are several reasons for this. At least five of them can be formulated as follows: first, there are no large-scale studies on the cycle of effects on the stages of the innovation process. There are practically no theoretically verified methods of calculating the value of the effect; secondly, in the scientific economic literature prevails one-sided view of the competitive relationship between the subjects of innovation. The system of specific communications, which is built on the basis of the effect of innovation and includes both competition and cooperation, is not taken into account; thirdly, there is a small share of research and, as a result, there is still little known about the mechanisms of diffusion of innovation, the ratio of creativity and imitation in the absence of a quantitative assessment of the effect of innovation; fourth, there is no clear understanding of the forms of relationships between certain types of innovation effect and the competitiveness of goods and enterprises; fifth, the experience of functioning of developed countries in the conditions of innovative type of economy shows that economic knowledge should become qualitatively different, oriented to a new idea of innovation not as a goal, but as a means of enterprise development in a market economy. The paper uses General scientific methods of cognition: induction, deduction, synthesis, methods of comparative, multifactorial, functional and situational analysis, statistical groupings and expert-analytical methods.

    Abstract:
    The article raises the question of improving the quality of educational services of a higher educational institution through innovative implementations, since it is the quality of education that forms the high level of competitiveness of a university, and therefore, there is a need to create a mechanism for educational services quality management. To create this mechanism, the main subjects, objects and functions of market relations in the field of educational services were identified, and the most optimal types of innovations for institutions of higher professional education were considered. The aim of the study is to determine the essence of quality management of educational services of a modern university on the basis of innovative implementations. During the study the following methods were used: theoretical, analysis, comparison. The result: the developed model allowed us to identify the most complex areas of the quality management mechanism development. Based on this, a five-block model of the cycle of harmonizing the quality of educational services with the task of implementing innovations was developed, which will contribute to the creation of a single set of educational services and the goals of innovative potential development. Conclusion: considering the results obtained, evaluative combinations of the university’s efficiency and effectiveness indicators were identified for determining the direction of innovative development, which allow us to characterize the level of the university development and, in accordance with it, introduce the optimal type of innovations that will contribute to the successful development of the institution of higher education.

    В статье речь идет об инновационном процессе как объекте управления на предприятии и факторах, препятствующих его осуществлению. Автор статьи подчеркивает, что существует несколько подходов к определению продуктов деятельности по созданию и практическому использованию научных достижений. Не отличаясь достаточной теоретической разработанностью в экономической науке, термин «нововведение» одинаково употребляется при исследовании проблем возникновения научной идеи, создании научно-технических новшеств, реализации новшеств в народном хозяйстве. Автор приходит к выводу, что внедрение новшеств требует изменений устоявшихся структур и связанных с ними личных амбиций и интересов, что часто встречает сопротивление передаче новых технологий и знаний из сферы науки в промышленность.
