This explains the relevance of the material, based on the fact that the human resource is exhausted, has many limitations and risks, and therefore needs new models and tools that correspond to the spirit of the time. A study of the activities of the Moscow hospitality complex On Sukharevka LLC is devoted to their search. With the help of systematic, integrated, situational and process approaches, a multifactorial analysis of the current state of affairs is carried out, and more promising algorithms for personnel policy in the hospitality system are being searched. The value of the conclusions drawn increases in a multiplicative progression, taking into account the importance of small business in the strategic development of the economic space of the Russian Federation.

- Higher education is the most important factor in the country's economic development, meeting its needs for professionals trained in universities who are capable of implementing the strategy of technological leadership and making the national economy effective and competitive in the context of political and economic sanctions against Russia. Much attention is paid today by higher education authorities to organizing educational work in universities and involving students in various «activities», which is often done in universities even by removing students from classes. However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.

Socio-Dispatching Activity of the School Psychological and Pedagogical Concilium Specialists in the Modern Conditions of the Development of an Inclusive Educational Process

- The state policy in the field of education poses new practical tasks, in particular, to learn how to include students with conditions that differ from the norm of health in an inclusive educational space, preserving and strengthening their health. The socio-dispatching activity of the school concilium is considered in the article as a key mechanism that ensures a decent quality of life for schoolchildren in the conditions of a protective clinical and pedagogical regime and an individual educational route. It has been practically established that teaching staff can competently navigate medical issues, take into account the special educational needs of students. Research methods. 68 referrals of students to medical specialists subscribed by the school concilium of the Moscow State Educational Institution «Secondary School No. 25 of Nizhneudinsk», whose professional work was seen to be of high importance for the educational process, were studied. The conducted research allowed us to draw the following conclusions: the effectiveness of providing social and pedagogical assistance from the school concilium specialists can reach 89.7% success rate and contribute to the formulation of new diagnoses, clarification or modification of previously given medical recommendations to students; 94.1% of constructive appeals to the health care system can subsequently have a qualitative impact on the special conditions of teaching schoolchildren. The analysis of social dispatching activities is carried out, problematic issues are raised, possible solutions are outlined. Therefore, the results of the study may be of interest to medical specialists; teachers working in the modern conditions of the implementation of Federal programs in the system of central and territorial PPCs, school conciliums, higher educational institutions; representatives of the legislature.

- The article deals with the specifics of the educational institutions' activities on establishing language rights and filling ethno-cultural needs of students on the example of the National presidential boarding school for gifted children. Active debates of the issue of learning native languages, reducing the hours for teaching national languages in the curriculum of secondary schools, downplaying spiritual and moral education and “giving up positions” to the process of digitalization, the search for solutions and new models of “national schools” determines the relevance of issue studied. It is noted that due to the fact that Russia is a multi-ethnic state and almost all schools are multilingual and multicultural as a result of the dynamic process of migration of parents, schools have to solve the problems of implementing educational programs independently. Also, it is emphasized that since the process of establishing the linguistic rights and filling ethno-cultural needs of students of different nationalities, their relationship with each other entails conflicts and withdrawal to the world of social networks and adolescent groups, educational activities require a careful study. Therefore, the attention of researchers to the problem of establishing the linguistic rights and filling ethno-cultural needs of students causes interest in the problem of managing this activity. The ai, of the article is to develop and justify organizational and pedagogical conditions that contribute to the effective management of educational institutions’ activity on establishing linguistic rights and filling ethno-cultural needs of students. Research methods: study of the literature on the issue studied, the pedagogical experience of the author and teaching staff of schools, analysis of educational programs and curricula. Results. As a result of the research, we identified the main gaps in the existing system of management of educational activities on establishing the linguistic rights and filling ethno-cultural needs of students, the lack of a flexible management model with an adaptive organizational structure of management and appropriate organizational and pedagogical conditions. An effective model for managing the school's activities on establishing the linguistic rights and filling ethno-cultural needs of students is proposed in the article.

Organizational and Content Aspects of Implementation of Inclusive Education

- This article discusses the implementation of a model of inclusive education in general education organizations and the construction of an educational route for students with disabilities. It is through the substantive and organizational sections of the adapted basic general education programmes that special conditions are created and observed to ensure that children with special needs and disabilities have equal access to quality education in general education organizations, taking into account the peculiarities of their psychophysical development and the recommendations of psychological, medical and pedagogical commissions. The main aim of the study is to systematize and improve the professional competencies in supervisors and teachers – members of the working groups on the development of adapted basic general education programs of educational organizations. In order to achieve the aim of this study, the following analytical methods have been employed: retrospective analysis of scientific literature, content analysis of periodical press and proceedings of scientific conferences on the subject; as well as practical methods (including own experience of working in the fields of specialized education and advanced training). In addition, BE of FVE “Chuvash Republican Institute of Education of the Ministry of Education of Chuvashia” proposed a program of advanced training “Organizational and Substantive Aspects of Inclusive Education,” based on legal, theoretical and methodological principles. The results of the conducted study show that supervisors and teachers – members of the working groups – are gaining significant practical knowledge of developing adapted basic general education programmes. It can be concluded that the planned results of the program suggest elimination of professional deficiency concerning the organizational and substantive issues of constructing an educational route for children with disabilities in conditions of inclusive education, as well as development of adapted basic general education programs of an educational organization.

Modern Aspects of Contents Adaptation in Teaching Literary Reading to Blind Elementary School Students

- The article is focused on the problem of teaching blind elementary schoolers in literary reading lessons in elementary school. The relevance of the topic is due to the need to bring into compliance the content of the education of children with severe visual impairments with the requirements of the Federal State Educational Standards for blind students (option 3.2). At the present time, teachers of schools for blind children continue to experience difficulties in adapting the content of education in this subject. The aim of the article is to analyze and summarize the existing typhlopedagogical experience of teaching this group of children and to determine the directions for adapting the content of teaching literary reading to blind elementary students. Methods used in this study include analysis, description, and comparison. An analysis of the typhlopedagogical heritage suggests that teaching reading to blind elementary schoolers has a number of peculiarities due to the negative impact of visual impairment on their speech and cognitive development, motivation for activity; this can be overcome by adapting the content of education. In their turn, the directions of adaptation can be reached by adjusting the contents of textbooks, enriching the children’s sensory experience, developing their speech and thinking, and using a differentiated approach in teaching by redistributing educational material and developing assessment criteria that are appropriate for the blind students’ needs. The results of this study have important meaning for employees of schools for visually impaired children because they allow to implement a differentiated approach in teaching and to adapt the contents of the Literary reading school subject according to the special educational requirements of children.
