Второй раздел пособия посвящен основным реформам первой четверти XVIII в. в различных областях жизни Российского государства. В конце каждого из разделов содержится перечень наиболее значимых дат, пособие также снабжено словарем и списком основной литературы по теме, а так-же материалом по истории педагогики петровской эпохи и оценкой деятельности Петра Великого со стороны историков и современников.

    Abstract:
    The following paper analyzes the Russian system of education. Modern practice in the development of higher professional education shows that today's graduates of Russian universities for the most part are not prepared for real practical work in organizations as professionals. Undoubtedly, the time and changing conditions for the implementation of the activities of Russian universities over the past three decades have changed significantly. However, the training of modern professionals in the new conditions was based not on the domestic experience of universities, but on foreign approaches to two-level higher education – the training of graduates of Russian universities as bachelors and masters. But at the same time, Russian researchers and officials do not have a clear understanding of the difference in the level of professional training of students, both bachelors and masters. And the declared new “competence-based approach”, when it is proposed to form students with rather “vague” competencies, presented in the Federal State Educational Standards for Higher Education of the Federal State Educational Standards of Higher Education 3++, does not allow employers to see the professionals they need in a modern university graduate. And the fact that the modern West does not recognize the diplomas of graduates of Russian universities indicates that today it is necessary to implement a policy of import substitution in higher education, and, based on domestic experience in training graduates of Russian universities as specialists-engineers, to prepare them for real practical work in Russian organizations.

    Abstract:
    The chapter of the monograph highlights effective models of activity in the field of innovative educational activities based on the best practices of the federal innovation platforms. The work was carried out within the framework of the Research Agreement on «Identification of best practices based on the results of expert evaluation of applications and reports of federal innovation platforms» with Financial Expert Systems LLC, Moscow, the operator of the organization of the procedure for evaluating the activities of FIP entities in order to fulfill state contract №05.2022.244.02.003.021 dated April 26, 2022 of the Ministry of Science and Higher Education of the Russian Federation. The chapter examines the projects of federal innovation platforms of higher education institutions, demonstrating effective models of legal support for the interaction of participants and co-executors of Federal innovation platforms of Higher Education, which made it possible to provide support for innovative educational activities for the implementation of the declared projects.     The chapter of the monograph is devoted to the consideration of the prospects for building educational ecosystems for people with disabilities. New requirements for the system of education of persons with disabilities in modern conditions have been determined, directions for the development of digitalization in education have been identified. The author analyzes new reserves in the training of people with disabilities to understand this historical time, systemic activity in the context of increased interaction, inclusion, new competencies, professional behavior and responsibility in the learning process. The chapter considers the integration processes in the education of persons with disabilities, the implementation of inclusive educational programs, including remotely, the opportunities and prospects for them to receive higher statuses, and a general improvement in their quality of life.

    Abstract:
    Higher education in the Russian Federation is one of the priority areas for the state. An important direction of the strategic policy of state administration is the management of the education process. The statistics of the last twenty years confirm state and municipal universities provide that Russian higher education to a greater extent. The effective management of university resources comes to the fore in developing the management system of higher education. At this stage, there is a need to improve the financial activities of universities. The role of financial support for operational processes in the universities of the Russian Federation deserves special attention. The financial stability of state universities is the basis for the sustainable progressive development of this area. In the tasks outlined, the author proposes a model for analyzing the financial stability of a university, and presents a tree of properties illustrating this model. It took one or 100 percent as the ideal indicator, and we assigned all indicators points under their correlation with the normative value. By examining each indicator, the university is able to analyze the reasons for negative results and take measures for positive changes or maintaining the required level if the university's resources do not allow for the planned changes. An analysis of the financial sustainability of a public institution of higher education is extremely important in terms of improving the efficiency and effectiveness of their activities, which require optimization and cost reduction, and ensuring financial sustainability. This is a priority for the management of each university and will increase the level of planning for unreasonable balances of subsidies for the implementation of the state task, help to avoid inefficient planning of financial and economic activities.

    Сохранение объектов культурного наследия имперской России изначально оказалось в центре внимания советского правительства. Принятые им постановления заложили основу для музейного строительства, как в центре, так и на местах. Положениями Музейного отдела при Наркомпросе РСФСР все памятники искусства и старины были включены в состав культурного фонда страны. Перед провинциальными музеями была поставлена задача обеспечивать государственный учет, инспекцию и охрану культурных и исторических ценностей. Ее реализации на территории Иваново-Вознесенской губернии и посвящена статья. Автором выясняются условия и обстоятельства становления органов государственного управления охраной историко-культурного наследия. Выделены и охарактеризованы действия представителей музейных ведомств и местных властей по охране художественных ценностей, оставшихся в усадьбах.

    В статье рассматриваются проблемы цифровизации образования применительно к лицам с ограниченными возможностями здоровья. Учитывая всё возрастающее число лиц с ОВЗ, остро встаёт вопрос о применении цифровых технологий в коррекционном образовании. Эти технологии необходимо адаптировать практически под каждый дефект обучающегося с ОВЗ. Внедрение цифровых технологий несёт определённые проблемы для участников образовательного процесса. Тем не менее коррекционному педагогу необходимо видеть перспективы цифрового образования. Самое оптимальное решение – разумно сочетать цифровые технологии с условно «старыми» технологиями для положительной динамики коррекционного процесса.
